Christians Being Persecuted in Iraq

According to CNN, a large percentage of Iraqi Christians must now "convert to Islam, pay taxes or die" (Link). Militant Islamic control of Iraq didn't begin until the United States, under President Obama's direction, withdrew all US troops in December of 2011. Was this a good idea, and is the Iraq war really over, as Obama declared in 2011?
